Add the bias across channels to input.

Parameters:

• value (dragon.Tensor) – The input tensor.
• bias (dragon.Tensor) – The bias tensor.
• data_format (str, optional, default='NHWC') – 'NCHW' or 'NHWC'.
• name (str, optional) – The operation name.

Returns:

dragon.Tensor – The output tensor.
